The Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) was established on 27 October 1990, with the aim of encouraging ethical trade practices and to protect consumer interest. The Ministry is responsible for the supervision of domestic trade through: managing matters related to consumer protection; managing matters related to intellectual property, covering matters of copyrights, trademarks, patents and industrial designs; licensing of the direct selling business; eradication of fraudulent trade practices; registering and the supervising of businesses; and drafting and conducting research on policies and strategies related to domestic trade development, consumerism and intellectual property.

Graduated in 1997 from University of Wales, Swansea, United Kingdom with B(Sc) in Business Economics, Mohd Talal Hj Abu Bakar started working in the government sector right after graduation and had been with the Ministry since November 2001, and serves as the Head of the Direct Sales Unit since June 2006.

Mohd Talal Hj Abu Bakar is responsible for giving advices and consultations to any direct sales company / new company that would like to venture into direct sales business; giving advices to any queries and complaints from the public / company regarding the direct selling activities; processing the direct sales license and other applications from the licensed direct sales company; and monitoring the industry as according to the Direct Sales Act and Regulations 1993.
