RICHARD HOLWILL

VICE PRESIDENT OF PUBLIC POLICY, ALTICOR INC.
Richard N. Holwill is vice president of public policy for Alticor Inc., the parent company of Amway Corp. He is based in the Washington Office and is responsible for managing government-affairs activities for the corporation and its affiliates around the world.
Holwill is co-chairman of the Asia Task Force at the US Chamber of Commerce and has represented the Chamber on Asia issues in testimony before the U.S. Congress. He serves as an advisor on trade policy matters to the U.S. Department of Commerce, and chairs the Industry Trade Advisory Committee on Distribution Services. He also sits on the boards of the U.S. Capitol Historical Society, and the Center for International Private Enterprise.
In 2003, Holwill played a key role in the development of the "Direct Selling in China" and "Certification of Sales-Support Distributors" industry position papers. The papers served as a basis for industry discussions with Chinese government officials as they prepared to promulgate regulations on direct selling in China.
Holwill previously held a number of high-level positions in the U.S. Government, including: U.S. Ambassador to the Republic of Ecuador, Counselor to the U.S. Arms Control and Disarmament Agency, and Deputy Assistant Secretary of State for Inter-American Affairs. From 1985 to 1988, he served on the board of directors of the Panama Canal Commission. During his ten-year career in the U.S. Government, Holwill won numerous citations and awards.
Prior to joining Amway, Holwill was an independent business consultant to major corporations specializing in solving problems with foreign governments and establishing business operations in overseas markets.
Holwill is also a Visiting Fellow at the Heritage Foundation and guest at the American University. He has published two books and numerous articles on public policy issues. He earned a BA in history from Louisiana State University and received additional training in finance and international transactions at the Wharton School of Business at the University of Pennsylvania. He served in the US Marine Corps from 1969-1971.
